MICHAEL FINNIGAN

Michael is a former senior civil servant with over 30 years’ service within the Ministry of Agriculture Fisheries and Food (MAFF), working on technical and administration aspects of agricultural extension and the development and practical delivery of rural support policies.  As a Chartered Surveyor (Rural Practice) he had more than 12 years’ senior management experience in the design, planning and implementation of national and EU Structural schemes.  His varied positions have given him a wide spread of experience in objective setting for rural policies, and the development of schemes to meet objectives, as well as the practical requirements to ensure successful delivery to and acceptance by rural communities.  He established and became the first Chief Executive of the Farming and Rural Conservation Agency, a MAFF owned agency dedicated to the provision to Government of advice and services on the influence of farming on the countryside.  He has experience of working with local and national Trades Unions and staff representatives, understanding staff expectations and ambitions and securing goodwill and co-operation.
