Stuart Baker

Stuart is a recognised international expert on Phytosanitary Regulations and Border Controls with over 35 years' experience with the Plant Health and Seeds Inspectorate of MAFF, the European Commission's Phytosanitary Inspectorate, and as an Associate Consultant with Drew Associates.  He has wide experience of all aspects of international plant quarantine and phytosanitary matters; the certification and marketing of seed potato and cereal seed crops; the enforcement of agricultural seed marketing regulations; and a detailed working knowledge of quarantine and phytosanitary procedures under Council Directive 2000/29/EC.  Over the past few years he has been actively involved in advising a number of CEEC Accession States regarding harmonisation of their plant health policies with those of the EU, including training the Plant Health Inspection Service in Slovenia.
